Why am i not losing weight?

I am 16 years of age, i weigh 180-190 pounds and i have started ( for the last 2 months ) to cut out on all sorts of fatty foods, i have stopped eating chocolate,cakes and all sorts of rubbish. I have also started to go jogging twice a week for 30 minutes. I have not lost any weight i haven't grown much either i am 5 ft 10. Im really confused because i used to eat chocolates and fatty foods everyday and not i have totally stopped eating those foods and doing excercise and i am still not losing weight. on school days i skip breakfast and lunch, eat a big dinner followed by some fruit or a low fat yoghurt. I do not drink much water, i would normally drink a glass of juice a day. I dont know what to do, my brother starved himself and he lost weight, but i dont want to do that im trying my best i havent eaten a chocolate in months and the scales are telling me otherwise if i dont see results i might have to starve myself like my brother did. On the rare occasion i would eat a takeaway maybe once every 2 weeks... thank you
