Does the president of the united state have the right to summon a holocaust in America? ?

Theoretically, if Congress Backed it and the Supreme Court all went blind and dumb, and the American People decided to turn a blind eye, then yes, it is possible, but so highly unlikely that it isn't something I'd worry about. I'd be more worried about the giant Asteroid no one has discovered yet, but is hurtling toward the Earth, maybe.
